An agency cannot run without hosts. You must recruit and maintain a minimum of 10 active hosts. Each host must maintain a minimum of 1 hour of daily live for 4 days a week.

Agents are not allowed to recruit streamers who have already been hired by an existing Niki Live agency. Hosts or sub-agents need to join one agent at a given time. If any host or agent attempts to bypass this by creating a secondary account, the new profile will be banned immediately.
You cannot pull independent hosts who are already active on the platform directly into your agency. The first platform violation will be of $10, the second violation will be of $100. Repeat offenders will lose all commissions, and their partnership with the platform will be terminated.
